THE STORY

Economic infrastructure, not charity.

THE PROBLEM

For decades, Canadian procurement has run on relationships Black entrepreneurs couldn't access, certifications they couldn't get, and capital pathways that didn't exist for them. The result: 0.0005% of a $70–150B annual procurement economy reaches Black-owned businesses. Not because of capability. Because of structure.

THE PROOF OF CONCEPT

In Atlantic Canada, the Black Business Initiative (BBI) ran the alternative model for 30 years — infrastructure, not charity. 1,500+ jobs. 1,000+ entrepreneurs. Hundreds of millions of dollars cycled into the Black-owned business economy. Dr. Rustum Southwell led BBI for two decades and mentors BEBC. BEBC is BBI at national scale.
